How does ones internet “run out”?

If, like me, you live in Sri Lanka, it could be caused by a ship dropping anchor on the undersea telephone cable that connects the country to Singapore, thereby severing it. That happened a few months ago, and the Internet ran out for over a week.

Or the cable could be experiencing problems between China and, uh, wherever it connects to, causing the Internet connection to reset every 30-60 seconds, as has been happening all day.
